Transforming Tax Refunds into Assets: A Panel Survey of VITA Clients in Greenville, Henderson, and Raleigh [PDF]

The goals of this study are to examine the savings attitudes and behaviors of clients at North Carolina Volunteer Income Tax Assistance sites and evaluate the potential of these sites as vehicles for promoting asset-building program. In partnership with the North Carolina Commissioner of Banks, and with funding from the Annie E. Casey Foundation, the Center for Community Capital surveyed clients served by VITA sites in Greenville, Henderson and Raleigh, North Carolina, both at the time they received their refund and again several months later.
