This paper seeks to advance public understanding of the development of Electronic Benefits Transfer (EBT) as the favored method of transferring various cash assistance welfare payments to eligible individuals. The merits of EBT, and its challenges, are viewed from the perspectives of all of the relevant stakeholders: beneficiary recipients, merchants, and government authorities. We assess EBT in terms of considerations such as cost, technological reliability, administrative ease and fraud reduction.
