Subprime foreclosures mounted in the early months of 2008 in response to widespread declines in home values. Public recognition of the impacts of these foreclosures on homeowners and their communities generated substantial attention from policymakers and Congress. This short policy piece presents a template for evaluating these interventions, while making the case for broader reforms to the system of regulatory oversight.
